Unable to download through steam

I can't get CE to completely download on steam. It downloads the entire file, but its been sitting for hours and not doing anything and I've tried twice. I've had to completely uninstal the game inorder to play it again since it doesn't open, it just goes to "Stopping download", which also just sits.

The base game downloads and plays fine.

Where and how can I do this manually?
