Cop/Security Guard with Laser Weapon

I am pretty far into the game and I sent some rookie soldiers to a small scout to gain some experience. There was a Ceasan in an office building I wasn't able to kill on the first round though I did suppress him. When I ended my turn a cop or security guard went up to the window and fired a couple of shots at the Ceasan. I was quite surprised to see he had what looked and sounded like a laser rifle. He missed both shots.

Is there an in game rationale to this? I guess it isn't too much of a stretch to imagine some governments would ultimately get their hands on laser technology, but for cops or security guards? Also I have yet to sell anything in my stores.

Any comments on this?

There isn't an explicit one given in vanilla. There's one in Lore+.

All the local forces get laser weapons beyond a certain point in the game, it's just assumed the technology you develop disseminates to the rest of the world.

Is the subplot about the lab assistant selling your secrets part of that?

Or was that a Community Edition addon?

that's the Lore+ addon. I know, because I just saw it happen in my most recent game, less than an hour before posting this!

You get a message in late december about your lab assistant absconding with tech and notes.
