If modinfo.xml is empty the mod list becomes very strange, you will have what appears to be duplicate mod entries due to the fact that a mod without a name in modinfo.xml will take the name of another mod in the list. This makes it hard to tell what is installed/in what order and will prevent you from activating/deactivating the mod with its name stolen.

I have had to completely remove all mods, extract the zips, populate the mod info files, and reinstall to get it working correctly again. (Save yourself some trouble and double check that the modinfo file is populated before installing)

The easy way to fix this would be using the name of the zip if it is missing from modinfo and simply filling out the rest of the info with N/A.
