Allow burst fire and single shot to work the same way - for balancing and modding

Just adding a couple of things from other posts that fit with these ideas.

Damage radius could also be set by aim level.

Good for things like plasma cannon, the more AP you spend on the shot the larger the plasma splash is at the other end.

Shot miss deviation could also be set by aim level.

This would allow individual weapons to have different deviation.

If it was also set by aim level then you would be able to have the MG with a wide deviation that got narrower the more AP you spent (and the more rounds you fired) which would represent walking shots back onto target without needing to adjust accuracy.

Another idea someone else posted (can't find the post) was that the damage fall off could be set by the weapon, in the same way as accuracy but separately.

You could maintain pinpoint accuracy for laser weapons at long range but limit their damage to a much shorter range while ballistics had lower accuracy but maintained their damage out further for example.
