I mean, we can manufacture an aircraft as long as we have a free hangar or a vehicle if we have a free garage slot, could we make a soldier if we have free living rooms? The soldier would have his stats pulled from an entry in a Soldiers.xml or something like that, just like the game does for aircraft and vehicles.
