I am getting game crashes on equip solider screen trying to switch to the advanced weapon tab. Unable to get version 2 of multi-shot weapons.

In the normal development yes it takes years. But during war time you can see very short development cycles. Desperation can speed development. It is the gearing up of production that takes time.

I got white tiles in window mode 3 missions in.

I am having the same graphics problem. Alt tab helps but ufo is just a white space.

Games are never finished by the developers. They are given early parole by the publishers.
